Developer Plans To Repeat Tapestry Park Success In Baymeadows

Rezoning is in review for Baymeadows Park, the proposed commercial development on part of the former Baymeadows Golf Club.

The $15 million, 95,000-square-foot office, hotel and retail center will comprise five buildings north along Baymeadows Road between Baymeadows Circle east and west, according to our Jacksonville Daily Record news partner.

The 5.8-acre site is east of Interstate 95.

A site plan for Joyce Development Group LLC identifies the buildings as:

  • A five-story, up to 120-room hotel.
  • A 2,500-square-foot building designed for a coffee shop with a drive-thru.
  • A two-story, 18,500-square-foot building with restaurant and retail space on the 10,500-square-foot first floor and offices on the 8,000-square-foot second floor.
  • Two 7,000-square-foot restaurant-retail buildings.

The restaurant space will total up to 425 seats.
District 11 City Council member Danny Becton said he has been working on the project for 14 years through various concepts. He said the project fits with the Baymeadows Community Vision Plan that was adopted in 2011.

“I do believe it will be transformational,” he said.

Becton is working with the Florida Department of Transportation to coordinate traffic improvements.

Lawyer Paul Harden is the applicant. The owner is D.R. Horton Inc. in Jacksonville. 

D.R. Horton seeks to rezone the vacant property from one Planned Unit Development to another through ordinance 2018-419 for Baymeadows Park.

The project architect and planner is RDL Architects Inc. and the engineer is Kimley-Horn and Associates Inc. Construction dates have not been determined.

Hearing dates are Aug. 9 at the Jacksonville Planning Commission, Aug. 14 at City Council and Aug. 21 at the council Land Use and Zoning Committee.

Becton announced the project in May, when he said he expected to break ground in the fall and complete the project by spring 2020.

Joyce Development plans what Becton called a scaled-down version of the group’s Tapestry Park project along Southside Boulevard.

D.R. Horton plans to develop single-family and townhomes at the former Baymeadows Golf Club.

The Florida Department of Transportation is completing a $6.6 million project to add lanes, traffic signals and sidewalks. A traffic light relocation is part of the plan.

Becton plans a town hall meeting at 6 p.m. July 19 at the Florida State College at Jacksonville Deerwood Campus at 9911 Old Baymeadows Road.

He said D.R. Horton and Joyce Development representatives will attend. He also expects Stratford Management Co. of Boston to be there to talk about its plans for apartments at a closed inn.

Becton said the overall project is inspiring Baymeadows neighborhoods and homeowners associations to review their properties for potential revitalization. He said more information will be coming about those options.

“Five years from now, I look forward to looking back and witnessing how Baymeadows will once again be one of those places that will attract residents to live here again and to see property values on the rise,” he said.
