On the 10-year anniversary of Shad Khan's purchase of the Jaguars, he didn't mince words about his assessment of downtown Jacksonville.

"It's a long, long laundry list," he said about what still needs to be done. "Downtown, in the 10 years I've been here, it absolutely hasn't progressed. It's gone downhill."

Khan's view — coming from one of downtown's biggest financial investors — stands in stark contrast to Mayor Lenny Curry's upbeat message that downtown development has been "making great strides."
