Who owns your mugshot?

What do mugshot policies mean for law enforcement agencies, media outlets and defendants? When can someone request a mugshot be removed from a website? Can they be required to pay to have a picture removed? And who decides which photos are used, and in what circumstances? We ask those questions of experts from law enforcement, criminal defense and local media.
