Rodents, roaches and mold: Downtown East Apartments cited hundreds of times but no fines

Vinita Robinson couldn’t bear to lay her one-week-old infant in the bassinet at night.

She heard rodents scrambling through the garbage in the kitchen almost as soon as the lights went out. She heard them moving in the walls, and occasionally she caught sight of their gray fur and peach-colored tails as they scurried across the floor.

"I can't kill you fast enough," she told the rodents.
