Advocates for Jacksonville's homeless population say it’s a complicated problem that goes beyond the city's urban core.As city officials look to beef up downtown attractions, they’re also trying to figure out how to better serve the needs of homeless people who often tends to congregate in places like Hemming Plaza.
A meeting of city stakeholders was held earlier this week to look at the issues with another set to be scheduled in January.
