Proposed Amendment Would Change JEA Board Appointment Procedure

A meeting at City Hall Tuesday afternoon focused on whether the Jacksonville City Council should be able to appoint members to the JEA board of directors.

District 9 City Councilman Garrett Dennis is proposing an amendment to the city charter that would allow the council to appoint four of the seven-member JEA board.

The remaining three would be chosen by the mayor, while all seven would have to be confirmed by the City Council.

Although board members could be removed at any time by whoever appointed them, a two-thirds vote of the City Council would still be required to permanently remove them from the board.

The proposal also changes the residency requirement for JEA board members from six consecutive months to five consecutive years.

All current members of the JEA board resigned last month after voting to fire ousted GM & CEO Aaron Zahn for cause, a move that prevents Zahn from walking away with $842,925. That included 20 weeks of pay, a 12-month consulting contract worth $634,000, and insurance payment benefits.
