The Jacksonville City Council’s Special Committee on Resiliency is making recommendations the city can take to protect itself from climate change.
Meanwhile, the Florida Legislature is considering several preemptive bills and one in particular - Fla. Senate Bill 1236 - would prohibit local governments from regulating greenhouse gas emissions without specific legislative authorization.
City Councilwoman Randy DeFoor of the City Council’s Special Committee on Resiliency said Tuesday on First Coast Connect with Melissa Ross that she’s not in favor of losing local control on any issue.

“Environmentally, I can’t imagine, we’re surrounded by water, not every community in the state is surrounded to the extent as we are, and we should be able to control that.”
DeFoor said the committee will soon hire a Chief Resiliency Officer to look at what changes Jacksonville needs to make in terms of code enforcement, and building requirements.
