One mother from Arlington is frustrated by the conditions and the repeated cancellation of swim lessons. "It's disgusting, and I am just really humiliated," she said.

Jacksonville officials say 19 of the city's 34 municipal pools are now open, with two more to come shortly.

About half of Jacksonville's 34 municipal pools have been closed due to maintenance issues and lifeguard shortages. But City Hall says five more pools will open soon.
