The Jacksonville City Council voted 15 to 4 Tuesday to expand the city’s human rights protections.
The legislation adds protections banning discrimination based on a person’s gender identity and sexual orientation.
The no votes were Danny Becton, Sam Newby, Randy White and Al Ferraro.
The measure exempts religious institutions and some small businesses.
A similar bill was enacted in 2017 but was thrown out in court this year on a language technicality.
Mayor Lenny Curry has already said he will sign the bill.
