More reviled than middle managers or meter maids, homeowners associations are a common target for community ire. Whether levying lawn fines for excessive dollar weed or prescribing a home’s precise shade of greige, HOAs often seem like the analog version of NextDoor: nosy, officious and inclined to provoke. Yet they are the default fiefdoms for 30% of all homes, according to the National Association of Realtors. A new bill in the Florida Legislature would allow communities to dissolve their HOAs by a majority vote. We ask a real estate lawyer about the motivations behind the measure and the potential implications for developers and homeowners if it’s approved.
